NORTH ADAMS — The North Adams City Council Codification Review Committee voted to let general retail, offices, salons and most restaurants open downtown by right instead of through special permits. Chair Ashley Shade and member Lisa Hall Blackmer cast the recorded votes, with member Peter Breen marked absent. Blackmer argued against "someone wanting to micromanage what was downtown from the corner office," while a staffer identified as Ms.
Kozak countered that public hearings let residents flag "safety, pedestrian access, traffic" concerns. The panel voted 2-0 to require a special permit for any restaurant adding a drive-through, approved bus passenger stations by special permit citywide, and extended the fire-rebuild window from six to 12 months to match state law. Blood plasma center zoning and kennel-acreage rules were tabled pending further research.
The committee's next meeting is September 24 at 4:15 p.m.
